How can i set for a User Group to Bypass Moderation when they add a new Resources.

It is in the permissions. I do not have RM installed at this moment to see the exact permission name, but can search for it and set it there.

There is no per content permission to bypass moderation. Assuming you've set a category to be moderated, moderation will be bypassed only if the user has the ability to moderate the content (which is a moderator-level permission).

Why doesn't this permission exist for the RM when it exists for the gallery?
