I am interested in buying another license for a second website of mine..is it safe to buy a second hand license? whats the benefit, other than the $30 price cut..any way i will be scammed?

You can't sell or transfer a second hand license.

Did the one time per license rule change? Before the law suit ended you could transfer or sell your license one time as long as it was over 120 days old since purchase.

It's the same as it has always been.

Licenses can only be sold or transferred once.

so, if i buy a license that has been bought before, and put it on a different domain,can i sell that domain later wit content and license?

The license can't be sold a second time.
