Add-on Browser Parameter for Notices

Outdated versions of Internet Explorer are not very compatible with XenForo. I'd love to display a notice to all users that are using outdated versions of IE with a link to upgrade their browser. Think this is doable?

I personally haven't tested this, but in theory it should be possible.
