Better support for external editors & version control

Right now version control is an absolute nightmare with XenForo 1.X as everything except PHP/JavaScript files are contained in a single XML file. It'd be great to be able to edit templates from your normal editor/IDE as well instead of having to use the built in template editor, or having to deal with WebDAV

@Jake B. there is actually a developer export mode, but it outputs a bunch of separate bits which you can't easily import and doesn't support template modifications so is rather useless for add-on developers.

Honeslty I don't need it to support template modifications as my template modifications usually just include a template, so I'm fine doing that from the interface but being able to create/edit templates would be great
