Best practices?

I am starting a brand new message board. I want to have a test/dev on one domain and production on another. What is the best way to set up the test/dev and then move everything to production once I have t/d how I want it? I'd obviously want all the t/d threads,posts,users not on the production site. I would like to keep the settings and such how I have them on the t/d site though.

What do you guys think?

Generally you would use the test forum as a point of reference and not take it live. You can test stuff on the test forum, then apply the same changes to your production forum. The two forums remain separate.
