When I was promoting a thread using "Xenporta" I noticed the time setting are set for GMT can I set that to PST some how? Im not sure if its a thing with "Xenporta" of if its something with xenforo

It's a user preference. You can run a query to set everyone's time zone:

You can also set the time zone for guests:

Admin CP -> Home -> Options -> User Registration -> Guests' Time Zone
