Can I set a forum to not allow new posts, but have the Resource Manager still post threads?

Set the forum permissions and that should do it.

I am getting 'insufficient privileges to post here' when I turn off allowing new posts. please advise.

Can you replicate it with all add-ons besides the RM disabled?

I solved my problem by going into node tree and setting usergroup permission to revoke ability to post new threads for each of the designated resource manager discussion forums. I then allow new messages to be posted as forum option.
