Are you talking about when first joining? XF has the ability to send a welcome email upon registration or start a conversation.
If wanting to start a "Welcome to our site" topic in a node, I don't remember seeing anything.. and to send to every registered user a message when the logged on would run me off a site faster than being dunked in hot tar.

They have created rules for your forum in a thread, but nobody reads them? Then use this add-on. It forces users to read a particular thread and only then can they view other threads/Forum etc.

That's a little different than what you originally asked, as you want to monitor threads for certain behavioral patterns being present and then send out moderation alert to either all or specific moderators. That's not a bad idea... but I would still rather have an actual moderator take action on the report, and those actions can be shown to come from a different account if I remember correctly.
There are some other measures you can take before or instead of a mass message.
You could have a big notice pointing out the language requirements for specific forums. The notice criteria can be based on the specific forum and only show when composing a thread, using template criteria.
