I would say offer BOTH. Increase the price of your single theme styles and then offer a DEVELOPERS package (it's all in the marketing) that gives whomever signs up access to everything already released as well as everything released in the future.

2 successful businesses that I'm familiar with (in the sense I am a customer) in the WordPress world:

http://www.studiopress.com/ - buy a single theme that can be used on a single site or buy the developers package that gets everything for use on unlimited sites. Note they do not release every month nor do they promise to. Also note that everything they do is based on a framework, just like you and that they allow 3rd party designers to sell/promote designs in their marketplace (that are NOT included) in the developers package.

http://www.gravityforms.com/ - 3 different packages offered but their developers package is not a Lifetime offering, rather it is a yearly subscription.

My advice would be to continue on the path you are taking with regards to your framework and customer service and the success will come - don't chase every single customer that wants things cheaply, they are the most unforgiving customers as well as require the most support time :)

I agree with @RDR, I too didn't mind paying for a theme from studiopress because I received an awesome theme, plus I have the option of upgrading my single theme licence to multi-theme just by paying the difference. StudioPress sells their framework separately if you want just that.
