XF 2.2 Attachments - Restrict by User Group

Is there any way to have ability to upload attachments restricted to a particular user group?

I would like users in a "special group" to be able to upload attachments but not my Registered group of general users.

At the user group level, if I disable it for the Registered group it disables it for the Secondary group as well.

I think the permission is being inherited from the Primary user group designation - do I need to set these users to the "special group" is their Primary?

I seem to remember reading that was a bad idea.

Set the Upload attachments to posts permission to no for the registered user group.

Set it to Yes for the other user group.
