XF 1.4 Attachment Uploader Shows Pop-Up Instead Of Flash Uploader

I can't seem to get the Flash Uploader to work on my 1.4.5 test board or my 1.3.2 live board. I've tried Chrome, Safari, & Firefox. Running Nginx without mod_security.

I've tried un-ticking the Flash uploader and then re-enabling it, turning off all add-ons. So far no joy.

Not really sure how long this has been an issue.

Any ideas for troubleshooting?

Running PHP 5.3.x

Good question. I've just posted an inquiry on my forum, but it's happening to me under my admin account and a couple of my test accounts that I logged into.

Both in UI.X and the default style.
