XF 2.1 attachment upload to any forum

How can I mass enable attachment upload to any forum for my users?

Just set the Upload attachments to posts permission for the Registered user group and configure the attachment options.

Done that but my users say they can’t upload files
I checked individual forums too and they are enabled to get files upload

Use Analyze permissions (for both global and node permissions) to double check that everything is correct.

Also make sure you have set up all of the options in ACP > Attachments correctly including file size and file extensions.
