Fixed Apply thread prefix does not check if the user can use the prefix in the inline moderation

As the title says, in thread creation and thread editing works as expected, but when applying prefixes with inline moderation the user can use any prefix even if it does not meet the criteria of user groups.

That's probably not a bug unless you have excluded your mods from the prefix group aswell.

I received this report from a moderator, he could use prefixes only available for the group of administrators with inline moderation, this was not possible in XF1.X as far as I remember.
