annoying screen tearing

so i got a monitor u2311 and i noticed a horizontal screen tearing in a fixed location, wondering if anyone knows how to get rid of that tear since its really annoying as it occurs when watcing video

Turn on vsync (if using Vista or 7, simple solution is to turn on Aero; otherwise get a better player setup)

Neither have I, very odd indeed. Could it be graphics card related rather than the monitor itself?
