Animated Avatars YES/NO Usergroup Permission Option

It does resolve it, but it won't be retroactive. You'd need to just remove those users' avatars if they're problematic.
 
This could be an option, but I'd note that you sort of have to opt in to allowing animated avatars in the first place by choosing to use Imagick rather than the default GD.
I agree that this is a useful permission to have, the main use case is giving certain usergroups permission to use .gif avatars whilst barring others.
This cuts down on some of the downsides of having animated avatars (namely file size and performance when there's 20 avatars on a page) and adds incentive for things like paid usergroup promotions.
