Allow only one person to create threads in a forum?

This is the forum in question:

I want to make it so that ONLY the user AOR (and administrators) can post new threads in this forum.

All registered users should be able to respond to the threads, but I just don't want anyone other than the AOR user and administrators to be able to post new threads in this forum.

Is this possible using default xenForo functionality?

You can do it with permissions.

Revoke the post new thread permission for the Registered user group in that node, allow it for the member(s) you wish to be able to.

Okay, I know how to revoke the Registered user group for that node, I am just confused on where I allow the permission for that specific member?

Enter the member's name in the field at the top right and click the [Set Permissions] button.

Yep, I saw that after I posted. I didn't see it initially hiding up there in the corner.
