XF 1.5 Allow moderators to manage user promotions?

Is there a way in Xenforo to allow moderators to manage user group promotions (manual promotions) for the purposes of promoting a new user, say, to a full member status?

It's an administrator function only.

i notice that this is being requested with a fair bit. its annoying that the admin can only do this.
There is some work in the background about a new add-on that allows you to put people in usergroups by the admin or a moderator. no release date known unfortunatly.

Yes, this would help us with a current goal of ours. However, I'll have to figure out a way around it.

The add-on I referenced above seems to be just what I was looking for. Now I have to see whether it works.
