Allow disabling of ratings per category and/or per resource

In order for the resource manager to be more flexible, it should be possible to disable ratings for certain resources. Disabling per resource would be the most flexible and is what I would prefer, but allowing to disable them for a whole category would also be useful.

There are many reasons for wanting this behavior, but one is that some resources may contain sensitive or negative information, and allowing ratings on this type of information would guarantee mostly 1 star ratings and/or abusive reviews.

There are many creative uses for XFRM that don’t make sense to have a rating.

And using CSS to hide ratings is a little wonky in places like resourceBody-sidebar because the rating doesn’t have its own class. Unlike the resources overview pages that use .structItem-metaItem--rating.
