XF 1.3 All XF forms are broken on my PC

Hello,
Why Xenforo.com and all other xf forums seems like this in the screenshot as below. Tried Chrome and IE.
It only happens after I log in.

I've been getting this intermittently on XF.com for over a year now (and a few assorted other sites so I don't think it's a server issue)

Either appears as in the above screenshot or like this http://xenforo.com/community/threads/intermittent-content-encoding-error-on-xf-com.48464/

I guess sort of corruption is screwing up the gzip decompression

Good news is that its not just my forum and not every user is experiencing this. But it is very annoying for those who does experience this .
I guess there is no solution found for this yet ?
