XF 2.1 Alert notifications bug

I have a big forum, and I have a problem with alert notifications. Some of our users complain about them sometimes not received alert notifications.

This bug started on Tuesday. I did nothing with the forum and plugins this time.


Xenforo v2.1.4
Plugins:
[XenConcept] Hide links / Medias / Images (BbCode) to guests 2.1.3
Ads Manager 2.3.22
Bump Thread 1.0.5
Nofollow manager 1.4
Similar threads 6.0
Write only to administration 2.0.0

Reasons for not receiving alerts could be:

• the recipient has opted out of alerts
• the recipient is ignoring the member
• the maximum mention alerts mention value has been reached by the member doing the alerting

Other than that, it could be third party style or add-on related.

As I dig deep on this issue which is affecting my members, Paul, this is quite an interesting edge case. So if a user A watches a thread, and is ignoring user B, then user B posts, then users C, D and E post, they will not receive any notice of the new posts from C, D and E?
