XF 1.3 AJAX Happening Instantly

Typically, you get a scrolling or sliding effect, such as when posting posts. However, on our default style (KH-Flare 4.0), it's happening instantly. All other styles are fine.

I have made the notices I use for styling purposes temporarily available for guests where it's most obvious -- they just flash rather than scroll upward. If you visit the site, you'll be able to see the issue.

What could the issue be?

Edit: I forgot to mention that the overlay speed is not edited and uses the default values in the style properties.
