Not a bug Admin user not showing up under 'Administrators'

I edited a user individually by going to the user's profile, and changing the 'User Group' to 'Administrative'. However, the user won't show up under the Users>Administators panel, only the Superadministrator shows up there.

Is this intended because the 'Administrative' User group doesn't mean the user is an 'Administrator'?

Do you only change the group and forget to give him administrators rights?
admin.php?admins/

And your right, a member of the administrative user group isn't an administrator. You need to give him special administrative rights too.
