XF 1.5 Admin & Superadmin don't have same permissions?

Have a strange problem. My admin and Superadmin having access and are shown different things. For example, my superadmin can see and edit custom fields. But my admin cannot - Custom Fields just doesn't appear in the admin's panel. On another addon I just installed the addon selection is listed in the admin's cpanel but not in superadmin's cpanel. Considering that both have permissions as admin, I'd assume that access is equal. From what I understand, other than this, they should be equivalent. And yes, I've checked to make sure that the admin's group has everything green. Weird.

That's it. Somehow permissions seem to go astray there for some reason or another. The Superadmin had some checked but not others and vice versa with the admin. Ghost in the machine and it's a convoluted but powerful permissions system.
