I was looking at setting up a tiered admin scale and I noticed that admins get access to the tools by default. Additionally, viewing logs coming with the ability to delete them.

I could probably mod this easily enough, I just thought it was odd that e.g. statistics wasn't the default.

When you add an admin in the ACP, there are no defaults, you choose the permissions that you want them to have. Whilst the Tools tab is there, the only things available (when no other permissions are granted to an admin) are the File Health Check and the Test Facebook/Twitter/Image Proxy options.

Also as far as I can see (and I've just checked this by giving an admin only the view logs permission so do correct me if I'm wrong) having only the view logs permission doesn't let an admin delete any logs.
 
It also has the email test option, at least for me, which is the annoying one. Do you have an SMTP server setup?

Maybe we tested different logs? I was able to delete server error logs.
