Admin Panel - Left Menu returns to the original position after clicking, bug?

please take a look at the pic.
The left menu always returns to its original position after clicking any item.
it forces me to do extra scrolling-down, is it a bug?

As we reload the whole page and the left navigation does not scroll separately, this is expected. Normally, you wouldn't be clicking links in the left every time, as you'd go into a particular system to use something under it.

Yea, it goes up & down with the right side, It's extremely annoying!
At least give us a stationary menu option, let users to choose.
