XF 1.3 Admin may not change user or group permissions

We have several type of admins. one of them may not edit user or usergroup permissions, but they must be able to change the usergroup a user is in.

is this posible?
And if so did i disabled the right options?

* Manage usergroups
* Manage user upgrade

User-specific permissions are classed under the "manage users" permission, so they would always be able to change their permissions via that, as they would need that admin permission to change a user's group. In general, changing a user's group would allow effectively arbitrary levels of access anyway though so I don't know if that's significant.

Thnx Mike! the reason i was asking it is because I couldn't find any adm permission that would manage that but now I know. Slightly different than vBulletin i'm used too.
