XF 1.5 Can you disable the rich text editor for a specific user or group?

I know in the ACP user section on the Preferences tab there is an option to disable it by unticking - Use the rich text editor to create and edit messages

But I assume the member can re-enable it from their settings page?

Is there a way to disable it with a permission settings or usergroup permission setting?
