Fixed Add Resource "Continue" Can Be Selected Without Selecting Category

If you click on continue without selecting a category, it just takes you to a full page (not an overlay) to select the category again, this in my opinion is really confusing for users when other parts of XenForo usually give an error or don't allow the option to proceed without the requirements being complete.

The continue button should either be inactive until a category is selected or if clicked without selecting a category and error overlay/message should appear asking the user to select a category.

Not 100% a bug as you'll see this sort of behavior in other situations where confirmation is required, but I agree that disabling the button is preferable and what we do with short reviews. Thus, I have changed this.
