Implemented Ability to moderate users on an individual basis

I need the ability to moderate users on an individual basis. More specifically, the ability for moderators to place a user in the moderation queue without changing the user's usergroup. Also, when a user is in the moderation queue, they should not be able to use the PM system.

Coming from IPB, I used these features fairly often and they were very helpful when a member decided to start acting up.

All of this is now possible using the warning system.

Set up a warning which adds the member to an additional user group which has moderation and conversation permissions applied.
It can be defined indefinitely, in which case the warning would have to be deleted, or for a set period of time.
