XF 1.1 403 permission error on attached images

I attached some images to a thread using the upload a file option and they display fine for me, however, other people are seeing them as thumbnails and when they click on them they get a 403 permissions error. How do I remedy this? They are already set to allow viewing of attachments within their respective usergroups.

What sort of 403? Is it coming from the server? I would guess so as normally it would display a "no permission" error in XF but there's no indication of a 403.

If it's coming from the server, then there's a server configuration that is blocking it (mod_security, etc). You would need to look at the web server error logs for more detail.
