Your screenshot is really three separate pieces, so here is how each one breaks down:
1. The banners (Moderador, Nivel 6) and the red username. XenForo does part of this natively through user group banners and username CSS (Groups & permissions > User groups), but the stock look is flat. The rounded gradient style with icons that your image shows is either custom CSS per group in extra.less, or an add-on that manages styled group banners from the admin panel. And if "Nivel 6" is meant to be a real level that changes as members participate, that part needs a leveling add-on behind it, not just a banner.
2. The postbit on mobile. The default style deliberately collapses the user info block on narrow screens and hides banners and stats with media queries. Bringing them back is pure CSS work in extra.less, no add-on needed. You will want to be selective though, otherwise every post gets very tall on phones.
3. The browser/OS icons. Those cannot be done with CSS at all: an add-on has to record the poster's user agent at post time and render the matching icons. There is one on the resource manager ([XB] OS/Browser Display, marked 2.3 compatible), or it can be built as a small custom add-on.
So item 2 is styling work, items 1 and 3 are add-on territory. I develop add-ons in exactly this space (styled group banners managed from the ACP, and a leveling system with badges similar to your "Nivel 6"), and the mobile CSS is quick to do on top of the default style.
