2.3.2 not available for download

Is the version number just not updated in the user cp? the automated download says i just tried it again (1 min ago, which is true).
2.3.2 is not in the drop down, though.

my automated update is failing (per: https://xenforo.com/community/threads/2-3-2-upgrade-error-not-writable.223814/ ) so i'm trying to run it manually.

It’s available in the drop down when you click through. There is an issue with the cache which lists the incorrect latest stable version.
