Is it bug that the browser is not asking me to allow push notifications from the get-go?

If not, is there a way to enable it on by default (that way people get asked). This feature is/will be even more amazing when users realize it exists.

No that's not a bug. It has to be explicitly clicked to prompt you for subscribing and we currently only display it in Preferences.
