As designed 1.5.20 stable - cookie notice overlap the impressum link

Hi,

we have at template "footer" a hook for links in the footer. Many sites use it for contact, impressum, privacy... but its against the law, when at this position its a link like impressum under the cookie notice. Is it as designed?
