Not a bug 1.2.0 Release Candidate 1 - Manual Account Approval doesn't appear to turn off

Before I upgraded to the Beta I set Manual Approval for new registrations. I disabled this when I upgraded to the beta and have had it turned off through to what i'm running now, the RC. However, I still get a notification of new users and I have to approve or deny their registration. I've attached a screenshot of the settings I have.

I've nothing running relating to Spam. Just using the built in functions.

The default spam options for stop forum spam trigger this - you'd have to adjust that configuration to just block.

It is set to block the registration.
