Unmaintained Warning Improvements by Xon 1.7.2

Note; this branch has been privately used for 5-6 months.

• Option to log to a thread on warning.
• Option to post a new thread or reply to a thread when a warning action triggers
• Round warning expiries to the nearest hour
• Display warning action changes to users.
  • Moderators can see all warning actions (and expire/delete)
  • Users will only see the longest running one.
  • Configurable on who can see actions which trigger discouragement.

Warning action display:

• Correctly apply Custom Warning definition when creating a warning.

• Code improvement to reduce potential deadlocks.
• Option to allow users to see their own warnings (enabled by default).
  

• Censor content title for users without the "View Warning Details" permission.

• Code cleanup of installer/uninstaller code.
• Fully removes added permissions on uninstall.

Ensures the table creation always checks if the required tables exist.

Automatically extend default warning expires based on warning point total thresholds. Not accumulative, only the last matching threshold applies.
