Unmaintained Granular Administrator Permissions 1.1.2

Fixed an oversight with the 'delete logs' permission.

Cleaned up admin navigation menu - admins won't see stuff they don't have access to - though I may have missed some things.

The tools permission set no longer blocks run-job. Caused some embarrassing bugs.

Fixes some issues with splitting out the Supermoderator vs moderator permission.

Adds a new permission to restrict the modification of individual user permissions.

After some testing and additional confidence, I'm making this a full release.

This release adds two additional permissions:

- Manage super moderators. Be sure to check this for your admins that should have it, else they will be blocked.

- View admin logs. Replaces superadmin check.
