what about XFRM? I did try to download the same resource 5 times, triggers 5 times as well!
how to make to trigger once only for the same user? even he downloads 100 times in this minute or in this day

problem is we grant credits for resources, owner who uploaded files, they get credits if someone downloaded them, but some unfair users want to cheat us, from other created accounts they press download several times to inflate credits.

aim is: if user downloaded resource once, next dowloading the same content must not be counted
