XF 1.5 Zero cost user upgrade (or alternative solution)

I'd like to make our politics sub-forum an opt-in one that members can opt-in to themselves (to save our moderators having to manually do it).

I just tried to create a User Upgrade in the ACP and it tells me I can't create one with a zero amount.

Is there a way around this please? Either making it zero or some other method of allowing members to be added to a specific usergroup on request? Maybe an add-on?

@CyclingTribe I'ld recommend my (free) User Promotion on Profile Update add-on so user's don't need to wait for the cron task to run.
