Your account has temporarily been locked due to failed login attempts.

One of my users is reporting this. I know the cause (obviously someone is trying to brute force). I do however do not know the solution to let that person safely back in (they are staff member)
 
On a related note, I locked out my account using wrong passkey, but I am still able to log in with password. Is it an intentional behavior?
