got this message only in ACP not server error nothing, just blank page with message You don't have permission to access /admin.php on this
 
May be a mod-security error. Have your host check their log files to see if it's triggering it.
 
Depends on if you are on a shared host or not. If shared, in the cPanel there should be a file browser that will let you check the permissions/ownership. You need to make sure it's the same as the other files (primarily index.php).
 
Should be under the public_html if it's in the root. If you are running Wordpress or something as the main domain then it will be in whatever subdirectory you created for it.
