It's something server side.

Your host should be able to resolve it.

May be a mod-security error. Have your host check their log files to see if it's triggering it.

There is most likely some type of WAF that is blocking it... or your .htaccess is.
The only other thing I can think of is checking the permissions/ownership of admin.php.

Depends on if you are on a shared host or not. If shared, in the cPanel there should be a file browser that will let you check the permissions/ownership. You need to make sure it's the same as the other files (primarily index.php).

That's typically what i use (or used to use, I haven't been on a cPanel system in a while).

Should be under the public_html if it's in the root. If you are running Wordpress or something as the main domain then it will be in whatever subdirectory you created for it.
