XFRM/XFMG navigation tabs custom positions are lost on upgrade

After upgrade to xf 2.3.8 the navigation tabs for XFRM and XFMG get reset to default positions. If you have created custom tabs and placed the XFRM and XFMG under those. i.e. new parent or different tab name, then those navigation positions get removed and the default tabs get displayed.

Strangely enough the same happened for the Forum tab on the 2.3.8 preview, but on the final release the forum tab did not re-appear after 2.3.8 stable.
Maybe this bug report belongs in both XFMG/XFRM bug report forums, but as this also happened with Forum it seems a general issue.
