As designed xf_user_field_value contains lots of empty values

The table xf_user_field_value contains lots of rows with empty "field_value" columns because an entry is created even if the user has not entered anything into such a custom input field. Those empty values are created when editing a profile and during the (vB4) import. Is this intended behaviour?

(I can shrink my xf_user_field_value from 38 MB to 2 MB by deleting rows with an empty "field_value".)

IIRC this is actually part of the method that we use to detect whether a value has ever been edited which allows us to keep track of the "editable_once" option, so this is mostly expected.
