XF 2.3 XF on localhost error

I have had it installed on localhost for a long time and for about a month now, It won't let me access it due to enexpected database error. I clicked on view pagesource and this is what it says.

An unexpected database error occurred. Please try again later.<!-- Host &#039;localhost&#039; is not allowed to connect to this MariaDB server -->

So how do I fix this?

forgot to mention that I'm using Xampp 3.3.0

This looks like a permission issue.

@jeb35 , was it working then just stopped? Be sure your Apache and MySQL are running in Xampp. If they are, double check your config file has the right username, password, and database name.

You may have to recreate the database user and password for it too.

Yes was working just fine and the next time i go to use it, that came up. Nothing changed on my end. I'm the only one with access to it. I guess i'm gonna have to do some digging when I get time to find out what happened. Apache and mysql are both starting ok. It happens when I try to access the forum.
