XF 2.1 Xenforo's own IGNORE function - is there one?

I've been asked to install an addon to Ignore threads, but it seems there should be an Ignore threads function built-in XF2?

Where is it? After searching the forum here, I looked in the admin panel on our forum, but any search result isn't pointing to it.

There is a big difference in price $10 v $30
Any comments from users
What is the main difference?

One is $10 for a year with $5 renewal, the other is $60 each year or $90 for life time.
