XF 1.5 Xenforo Website Homepage?

I've seen this on a couple websites, but I have no idea what this is. It's like an intro to the website:

So, if I was going to go with Bootstrap for a splash page, are you still able to install Bootstrap with Xenforo?

XF would be in a directory off the domain root, so neither one would affect the other.

Bootstrap would be overkill for what is in the screenshot above - it could be done with a few lines of code.
