XF 2.1 Xenforo Development Environment

First of all sorry if this question comes out stupid from the get go, but aint really to deep into this part of Xenforo.
My question goes as follows: What is the best development environment for Xenforo?
Like what is the easiest and least time consuming ways to debug your addons under creation of em, any simple way I can simply debug inside of Visual Studio or?

You can use WSL for the development site and PHPStorm as the IDE. If you need more in depth steps on creating the entire setup let me know.

Mainly interrested in knowing the best ways of testing/debugging my addons without having to upload em to my xenforo site all the time if possible.
