If you click “Upgrade now” you will get a choice of which to upgrade.
It’s right to offer 2.2.16 as an option first as for many they may need this update (for security reasons) and upgrading to a major version may not be viable.
Perhaps a better design would be to show both upgrade options, that way admins would not be confused as to why the latest upgrade version is not shown.
