I would love to see a widget displaying the top rated users.

You can achieve that with the built-in "Member stats" widget

I’ve noticed you don’t get a notification for receiving a rating. Is this normal?

I’ve also noticed the member statistics for “Reputation score” and “Positive rate count” is not in order.

It means how many times a single user can rate another single user.

is there an option to exclude users/usergroups from being in that list? For example, I don't want admins/myself to show in the list.

yes
ratings can be associated now with content where the rating was submitted

They are still displayed in the profile in the same place, but with a clear indication of where the rating came from

For many years I've been looking for an add-on that would allow users in my community to award reputation points one at a time, both within the thread and in replies—something that simple. I believe this add-on is now complete for that purpose. Right?
