What does "Maximum rates per one user" mean in the admin options?

I would love to see a widget displaying the top rated users.

You can achieve that with the built-in "Member stats" widget

I’ve noticed you don’t get a notification for receiving a rating. Is this normal?

I’ve also noticed the member statistics for “Reputation score” and “Positive rate count” is not in order.

It means how many times a single user can rate another single user.

is there an option to exclude users/usergroups from being in that list? For example, I don't want admins/myself to show in the list.
